张福祥告诉记者，在养老院二期进行建设前，北京市西城区民政局曾希望他在原有养老院基础上进行床位和护养设备的扩建，并保证运营建设补贴“一定到位”。然而当他“孤注一掷地把房子和车抵押掉，借了高利贷，完成了二期的建设”，民政部门在审批环节，却因此次申报与2014年申请的用于“医疗和洗浴”的功能完善补贴属于“重复申报”，将其申请退回。
